Facilities Planning - 2012 (Design/Build by Visner)
Purpose
Due to Durrant’s financial collapse during the recession, the Library Foundation contracted with a local design firm, Design/Build by Visner (Eagle River, WI) to give the original plans a second look and to continue work on the Concept Design. Also, in 2012, planning recommendations from 2007 were updated and entailed renovating and expanding the present facility.
Process
The Facilities Plan was transformed into a new design by Design/Build by Visner with input by the Library Board President, Library Director and Library Foundation representatives. The new conceptual design included utilization of the existing building and addressed issues such as:

The result of the Facilities Plan (2012) doubled the present library size, increased collection space, improved and enhanced technology and internet connectivity, and provided a community center that can serve multiple needs.
Due to the updated plan and continued efforts by the Library Foundation, Campaign Cabinet and Library Trustee representatives, the Capital Campaign successfully reached it's goal of $2.5 million in the Fall of 2013.
In 2013, the Walter E. Olson Library Board of Trustees, with the support of the Library Foundation, approved conceptual designs for a complete building program.

- Presentation of Library - more visible and inviting, noting it remains in its present location instead of moving north where it would be obscured some by the neighboring properties
- Cost Effective Approach - noting the utilization of the existing structure
- Inviting/Efficient Design - lobby corridor with possible fireplace; three entries, visible from front desk; enlarged children's area with bathrooms; central main desk with 90% visibility; desired elevator placement; large and ideally located meeting room; maximizing sunlight with both existing and new construction
- Limited Interruption - due to the fact that the new wing would be constructed before remodeling of the existing building which allows for operation in the same location during construction
- Increased Parking - large patron parking lot; separate employee parking lot
- Property Set Backs - more considerate to neighbors
- Aesthetically Pleasing - with drama and appeal
- Corner Landscaped Entry - remains with a new Solarium Entry
A design agreement and contract was approved specifying:
- Design and Plans - As Built Drawings and modeling; Conceptual Design consisting of Floor Plans; Modeling of proposed building on computer; Bid Set of drawing completed (not Shop Drawings and Extensive Details and stamp by an architect for state approval which will later be separately packaged with construction costs)
- Fee
- Timing for work - As Built begun upon receipt of signed agreement; Conceptual Design by January, 2013; Modeling and Bid Set by February, 2013; Proposal for Construction by March, 2013.
